means you can start using the software right after ordering a license

Payments must be in US dollars or in Euros.
Each license is intended to be for
single use only, that is used only by one software programmer. In certain
cases where more than one developer uses the same workstation, then the
license can be used on a per machine basis. Each software programmer
must have his or her own license to use the product. If you need further
information regarding licensing of our this product, please review the
XD++ Library license agreement.
